Digilocker. Yes, it is Digilocker, mesmerizer for me. The way it grew, adopted and being used is no ordinary wonder. Just imagine the relief from going around the offices, friendly middleman! never ending waiting, long lasting ques etc., to get your own documents.
I always wondered, why applicant is made to run around, to get a document from “A” department and submit to “B” department and bears the burden of proving that the submitted document is genuine. Why not a department which requires particular document can get it from the issuing department (source of truth) directly, without intervention of the applicant in this software era.
And it happened. Somewhere in Jan 2015, the concepts of Digilocker was introduced by NEGD. It took almost few weeks to realise how it works and its impacts. Luckily My bosses (many IAS are visionaries) realised and asked us to take it forward quickly. Any product much in advance has its own challenges. When we started talking about this with departments the only feedback was “this is not going to happen” and we also used to get a piece of advice “don't dream.
Now, at the end of April 2021, all marks cards of SSLC and PUC, all ration cards, all driving license, most of the certificates issued from Revenue department, which are digitally signed, encumbrance certificate of property, certified copies of registered documents, marriage certificate etc., are pushed to Digilocker from originating offices (source of truth) and the user can access and use them as per there wish through his/her mobile phone or system
As an amendment to the Information Technology (Preservation and Retention of Information by Intermediaries Providing Digital Locker Facilities) Rules, 2016 notified on February 8, 2017 vide G.S.R. 71l(E) (Annexure-11),,Rule 9A was introduced, according to which the documents issued/pushed by various Departments/Organizations in DigiLocker system shall be deemed to be at par with original physical documents. After this many departments/ authorities have started accepting these documents as valid documents. In near future I am convinced, that all records / certificates will be pushed in to Digilocker. And its my fortune to spearhead this implementation in my state.
Ministry of Road Transport and Highways has Amendment in Rule 139 of Central Motor Vehicles Rule 1989 through the notification G.S.R. 1081(E) on 2 November 2018, which allows you to produce RC and DL via Diglilocker. Ministry of Railways acceptance of digital Aadhaar and Driving License as a proof of identity for train journey. Similarly, identity proof produced via DigiLocker is accepted at airport.
As on May 21st 2021, Digilocker has 61.46 million registered users with 4.29 billion issued authentic document. 242 issuers are integrated with DigiLocker including all state government and central government departments. And also 65 registered requestors who accepting documents via DigiLocker.

Digilocker is available in both Android and iOS version and has 4.2 and 4.5 rating respectively. which is quite impressive for government apps.
and I am sure days to come, we all, will have a story for youngsters how things changed and as for as me, I will keep mesmerizing.
Most important thing, a user has to start using these platforms, which is free and secured.

ReplyDeleteAny services provided by the Govt departments which makes the citizens life simpler, easy and more convenient is a need of the hour.
Bringing awareness within all the Govt departments and also with the citizens using Digilocker is a challenging uphill task. However said, digital is the future and making it mandatory for all the departments to use this effectively and efficiently will be a great differentiator in near future.
Your are absolutely right. Proper IEC and also mandating department not to insist on physical copies is very crucial for digilocker success.

DeleteGovernment has to create awareness of these kind of applications by advertising.... government departments always trying to create user friendly applications but without advertisement these will not reach to common people.... At least in government offices or regular visiting government offices has attach posters of these kind of applications... EDCS department has to take step and give guidance all departments.

Really heartening to know on Digilocker which has been put in the most simplest way ..I hope all the service rendering Departments in the Government do not harass the public while disposing the files for want of small documents hereafter wards ..A fantastic and huge contribution from You to the Departments and to the Public as well as they are one of the end benigiciary ..Here I have got a small doubt this Digilocker which has got all documents under one box of an individual , will not be giving scope for misuse by other perverted ciber criminals ??? As for as security is concerned, i believe and trust that GOI has taken extraordinary measures to protect it from any cyber attacks. The beauty of the system is so, the central repository keeps only link, actual data resides in departmental databases, which is spread across various geographical locations. “ಡಿಜಿಟಲ್ ಲಾಕರ್” ಕುರಿತಾದ ವಿಶೇಷವಾದ ಕಾರ್ಯಗಾರವನ್ನು ಆ ಸಂದರ್ಭದಲ್ಲಿ ಆಯೋಜಿಸಿ ಎಲ್ಲಾ ಜಿಲ್ಲಾ ಮಟ್ಟದ ಅಧಿಕಾರಿಗಳಿಗೆ ಡಿಜಿಟಲ್ ಲಾಕರ್ ಕುರಿತಾಗಿ ಮಾಹಿತಿ ನೀಡಲಾಗಿತ್ತು. ಆಗ “ಡಿಜಿಟಲ್ ಲಾಕರ್” ಕುರಿತಾಗಿ ಅನೇಕ ಅಧಿಕಾರಿಗಳು ಇದೋಂದು ಕನಸಷ್ಟೆ ಎಂದಿದ್ದೂ ಈಗಲೂ ಕಿವಿಯಲ್ಲಿ ಗುಯಿಗುಡುತ್ತಿದೆ.
ಪರಿಸ್ಥಿತಿ ಈಗ ಬದಲಾಗಿದೆ. ಮೊನ್ನೇ ಒಬ್ಬ ಅಧಿಕಾರಿ (ಈಗ ಸಧ್ಯ ನಿವೃತ್ತರಾಗಿದ್ದಾರೆ) ಕರೆ ಮಾಡಿ ಕೋವಿಡ್ ಲಸಿಕೆಯ ಪ್ರಮಾಣ ಪತ್ರ ಕಳೆದುಕೊಂಡಿದ್ದೇನೆ. ಏನೂ ಮಾಡೋದು ಎಂದು ಕೇಳಿದರು. ತಕ್ಷಣ ನನಗೆ 2015 ರ ಜುಲೈ 2 ನೇ ತಾರೀಕು ನೆನೆಪಿಗೆ ಬಂತು. ಆ ಅಧಿಕಾರಿಗೆ ಸರ್ ಡಿಜಿಟಲ್ ಲಾಕರ್ ನಲ್ಲಿ ಲಭ್ಯವಿದೆ ತೆಗೆದುಕೊಳ್ಳಿ ಎಂದು ಹೇಳಿದೆ. ಸ್ವಲ್ಪ ಸಮಯದ ನಂತರ ಕರೆ ಮಾಡಿ ಡಿಜಿಟಲ್ ಲಾಕರ್ ಬಗ್ಗೆ ಸುದೀರ್ಘವಾಗಿ ಸಂತೋಷದಿಂದ ಮಾತನಾಡಿದರು.”
ಸರ್ ನಿಮ್ಮ ನಾಯಕತ್ವ ಹಾಗೂ ಮಾರ್ಗದರ್ಶನದಿಂದ ಪ್ರತಿ ನಿತ್ಯ ಇಂತಹ ಘಟನೆಗಳು ನಮ್ಮ ನಡುವೆ ಘಟಿಸುತ್ತಿದೆ . ಯಾವುದೇ ಫಲಾಪೇಕ್ಷೆಗಳಿಲ್ಲದೇ ಮಾಡಿದ ಕೆಲಸಗಳಲ್ಲಿ ಮಾತ್ರ ಇಂತಹ ಫಲಿತಾಂಶ ಸಿಗುತ್ತವೆ.
ಸರ್ ಡಿಜಿಟಲ್ ಲಾಕರ್ ಕುರಿತಾಗಿ ಪ್ರೌಢ ಶಾಲೆ ಮತ್ತು ಕಾಲೇಜು ವಿದ್ಯಾರ್ಥಿಗಳಿಗೆ ತಿಳಿಸಬೇಕು ಸರ್. ಇದಕ್ಕೆ ನಿಮ್ಮ ಸಲಹೆ ಮಾರ್ಗದರ್ಶನದ ಬೇಕು. ನಾವು ಸಿದ್ದರಿದ್ದೇವೆ. ನಿಮ್ಮ ಸೂಚನೆಗಾಗಿ ಕಾಯುತ್ತಿದ್ದೇವೆ. ಎಲ್ಲವನ್ನು ಸರ್ಕಾರವೇ ಮಾಡಲಿ ಎನ್ನುವುದು ಬೇಡ ನಾಗರೀಕ ಸಮಾಜ ಭಾಗವಾಗಿರುವ ನಾವು ಇದರ ಜವಬ್ದಾರಿ ಹೊರಬೇಕು.
ಒಂದು ಸ್ವಯಂ ಸೇವಾ ತಂಡವನ್ನು ಕಟ್ಟೋಣ ಆ ಮೂಲಕ ಇ-ಆಡಳಿತದ ಕುರಿತಾಗಿ ಶಾಲೆ ಕಾಲೇಜುಗಳಲ್ಲಿ ಕಾರ್ಯಗಾರಗಳನ್ನು ಮಾಡೋಣ. ಇ-ಆಡಳಿತ ಸ್ಥಾಪಿತವಾದರೇ ಸಾಲದು ಅದನ್ನು ನಾಗರೀಕ ಸಮಾಜಕ್ಕೆ ತಲುಪಿಸುವ ಕೆಲಸವೂ ಆಗಬೇಕು. ಉದಾ: ಡಿಜಿಟಲ್ ಲಾಕರ್ ಕುರಿತಾಗಿ ಹೆಚ್ಚು ಇನ್ನೂ ಹೆಚ್ಚು ಹೆಚ್ಚು ನಾಗರೀಕ ಸಮಾಜಕ್ಕೆ ಅರಿವು ಮೂಡಿಸುವ ಅಗತ್ಯತೆ ಇದೆ ಅಲ್ಲವೇ ಸರ್ .

ReplyDeleteDigilocker is a good service,if services of Encumbrance and certified of registered documents are linked, it will be great help to citizen. As we had dream for providing services to door step of public, but this would be at fingertips. Though it is tough job and resistance within department you need not very,get going in the interest of citizens.
ReplyDeleteWe have integrated Digilocker for EC and CC, which are applied via online. Work has started to integrate for marriage certified copies also. It is envisaged all documents will be pushed to Digilocker in KAVERI 2.0, which is expected to be rolled out next year.

DeleteProjects like these are the signs of a country really close to being a devoloped country. Inspite of have so big numbers of software engineers going out of India, we are somehow lagging behind in utilising our own resources for our devolopment. Even if we develop and execute for bringing it to people/end users is a challenge in our country. We have seen people worrying about security where they share it freely for few GBs of internet or ₹5-10 cashback. Our country is so complicated and diverse. So hard to bring majority of people under one conclusion. Plus it's gonna take so much time for every approval. And lucky that the government did not change its view about this project yet. More lucky that ruling party did not change.

DeleteSir, as part of SSLC exam board, it was a great pride personally in integrating class 10 marks card with dogilocker. In fact a great revolution in the field of digital word and I consider it a boon to mankind provided it is made mandatory for claiming any service delivered by the State. Good post sir.

Government need to carry out more IEC activities about this facility so that many people living in remote location can also utilize this facility. Meanwhile steps to be taken for linking more documents will be more helpful. Skipping the middleman or spending money for getting the documents will be big revolution in the country. ReplyDeleteBut many documents I couldn't download. I have a suggestions that there should be cut-off date (of documents available) mentioned, so that its users may not simply waste their time trying to download repeatedly after getting error. I couldn't download my LIC police's due to name miss match initials & there was also an error while downloading one 4 wheeler RC saying documents not available in concern department. Hope minor issues like this are attended suitably in favour of users & in coming days the participation & services from all departments, Pvt n public sector banks, companies etc gains more attention through digilocker there by contributing to digital india dream.
Regarding "Name Mismatch", Aadhaar name is taken as standard name, since you have used Aaadharr for digilocker account, hence it is required to change other documents name as in Aadhaar. This is crucial to maintain Privacy and uniformity.

DeleteUnder Leadership of Mr Prabhakar, we have taken up this initiative very well educating many departments, some departments like Transport and Education are gone to public very well gained acceptance of public using Digilocker, other Departments also ramping up very well... Still lots of coordination is required between departments and staff need to adopt to change, leaving their comfort zone and encourage public to leverage this technology.

DeleteGoing digital is definitely the future. But I wonder how to show the digital documents where internet connection is not working. We may still need to carry physical proof.

I totally agree with you, connectivity is a major issue in e-governance. As for digilocker is concerned, downloaded PDF documents form issuer are stores in local database of instrument. Hence connectivity may not be problem to produce document, if is downloaded already. Yes there is psychological barrier to accept digilocer document, over a period of time, i am sure, it will improve.
