Good Governance Tool 2: e-Sign

Biggest bottle neck for meaningful e-Governance is signature from public for application or proceedings or witness or acknowledgment or receipt etc., which is inked form, i.e., signed on paper.

Final objective of government is to serve public at various capacity. To make it convenient and easy, government has organised itself in to various departments. And departments have developed software application to cater public seamlessly, with efficient way. Since large public don’t have DSC to sign electronically, it became a kind of hybrid system.

Ink signed Application and documents/certificates were scanned either in image format or in non-searchable PDF format. Best of the best Optical Character Reader (OCR) has its own limitation. And hence large chunk of unusable data has been created, leading to multiple data entry at different level with error inputs and multi formats, leading to chaos. And also increasing the storage cost at data centres.

 The only way to check this is to sign every document digitally at the various level i.e., at the time of application / letters / memorandums/ receipt/ acknowledgment etc., submission.

 Even though Digital Signature Certificate (DSC) were existing for quite long time, its scalability to the common man was the biggest challenge, besides its maintenance, renewal, browser settings etc. Since we have huge ignorance on cyber hygiene, it is more prone for of impersonation risk too. Only the needy have DSC. Because of this lacuna, electronic governess was forced to do maximum translation and minimum transformation.

If this is the case, can every citizen in the country be provided with electronic signature. If it was prior to 2016, the answer would have been big no.  But now, it is big yes. Now every person who has Aadhaar can sign electronically. How, it is very simple. Where there is need to sign any document you just have to provide Aadhaar number and enter OTP, received to the mobile phone, registered with Aadhaar. For this the departmental software application should have been integrated with e sign service providers (this is departments job).

Aadhaar eSign has legal and evidentiary value equivalent to that of wet (hand-written) signatures.  In fact, digital signatures including Aadhaar eSigns can have more evidentiary weight than wet signatures. The infrastructure for Aadhaar eSign  is provided by the UIDAI and the Controller of Certifying Authorities, Ministry of Electronics & IT, Govt. of India through intermediaries known as eSign Service Providers (ESPs) and Application Service Providers (ASPs).

When we started implementing e-sign in our state, we were chasing every department to adopt this for every services. Initially with little reluctance few departments adopted it and after realising the value, they started demanding more. e-Sign became part of the high level review.  As of now 55 departments in Karnataka are using e-Sign for various service.

Days are not far, where there won’t be any ink signed application / certificates. Every document will be e Signed and all certificates will be pushed & stored in Digilcoker. Use of paper will be minimal in the days to come.

It’s a big relief.

The IT Act, 2000  provides legal sanctity to electronic signatures

Electronic signatures are accepted at par with hand written signatures

Electronic documents that have been electronically signed are treated at par with paper documents signed in the traditional way

The IT Act provides the basic legal and administrative framework for ecommerce, and promotes its growth by creating trust in electronic environment

  4. It's one of the important step towards digitalized governence. Having a phone number is so common now that even if the subject doesn't know to sign he will have one. Where DSC was/is expensive to maintain and not very simple too.

    Well it's very important to educate the importance of cyber security and locking phone etc to the older generation. And parallelly. Government can maintain one single app and have different terminal/ branch/ episodes/ departments. For which all the information are allowed. And all the sub apps would have similar way to navigate. Just like how Google does. Having chrome we have every other Google apps on one go. Authorising just by confirming the number on the screen. They do take away our personal data maybe. But it's so convenient for user. And it's somewhat mandatory to enroll with email for even make a on the phone. Initially it will be difficult to convince a large number of people as we already know in our country. By making it mandatory we can maybe aim for a smoother governance .

From last years back, our office finance team also started using the DSC facility for all its documents and after that, we literally stopped using the papers for all our claim submission to finance. It’s was a very good initiative done by our office and of course, I am sure, we saved tons of papers already 😊

    Adopting to the technology like DSC has its own set of good benefits and few are below for reference.

    - Reduced cost and time : Instead of signing the hard copy documents physically and scanning them to send them via e-mail, ppl can digitally sign the PDF files and send them much more quickly.

    - Physical Availability of person not required : A Digital Signature certificate holder does not have to be physically present to conduct or authorize a business.

    - Data integrity : Documents that are signed digitally cannot be altered or edited after signing, which makes the data safe and secure.

    - Authenticity of documents : Digitally signed documents give confidence to the receiver to be assured of the signer’s authenticity.

    1. Yes, it saves tonnes of paper. DSC can be used by regular users, from cost per-say. For common man, Aadhaar based e sign is the way forward.

  8. Very informative as an paperless office work environment (or paper-free office) daily basis lot of papers usage are greatly reduced. Everyone should adapt this kind of practice.
    Office filing system is overflowing. Some of the key points which may be helpful
    * Archiving leads to lost documents (and lost productivity)
    * We are more concerned about the document authenticity and security.
    * File storage and paper costs are reduced.

    We are stepping into new era of this Digital e-sign process.

  9. Has helped in enhancing the e-governance and electronic transactions. Signing documents by obtaining OTP for each document is time consuming and tedious task. Issues in bulk esign and signing document by multiple people

  10. Using digital signature in government offices is a very good sing of the preventing duplication very important documents or fake records. Govt needs to implement use of digital signatures in all the public service departments for transperancy of documents and records.

    The biggest advantage here is the user does not need have to access to any sever, special device or software. He just need to have phone for otp or can give bio metrics. It's a revolutionary methodology which is fast, convenient & cost effective.

  13. Sir, usage of Dsc is very well explained and is very informative.
    At Government level Dsc is being used in K2, ePAR, e-office which is enabling speedy movement of files efficiently. Government should recruit eligible and suitable candidates permanently for the better use of this technology instead of outsourcing
