Pain points in e-Governance - 1: "e"
The biggest problem in e-Governance is not the technology, nor the funds, nor the process, it’s the ego which is very first letter “e” of e-Governance followed by change management of its working force.
Yes, it’s the ego the prime culprit. Ego of decision makers, make government to keep reinventing the wheel. This may be due to fame, individuality etc., the fact remains that anything not served in time will not have the same palatability. When we serve under powerful few, we get what is offered, until unless popular demand for that quality is raised.
Often I see employees expressing their disability to adopt a technology for their official work quoting their educational background, age etc., and hence demand for formal training is sought. But many smartly neglect the fact that many of them have learned to use smart phone without any formal training! . And still, after training, however the application is simple, few minor shortfalls or glitches are brought forward for non-adoption and concerns are raised about service delivery, the motto which many of us have erased long back.
Yet still, many shortfall in implementation of e-Governance project is blamed on electronics (Technology), the same first letter ’e’ in the e-Governance, that too in lowercase. Objective of lowercase is being that the word electronic/ technology should be a tool for Governance and not a Governance itself.
Finally, I remember an old proverb saying “We can wake a person from sleep, but no amount of noise can wake a person who is pretending to be asleep”

DeleteAll Karnataka state departments are moving towards digitalization and e-Govenence is the biggest IT solution provider for all departments so e-Govenence need strong leadership.

DeleteBro what you have penned here is same in all departments & govt sectors. Whatever training they recieve, what ever simplified navigation, SOP you create for them, unless they have mind to work u can't make them work. I personally have seen wonderful performing n contributing temporary staff stopped working or to contribute, once they are made permanent. May be the safe n secure govt job makes them feel comfort & to ignore the work for which they are been paid. I too remember a saying after reading your final conclusion 'You can lead a horse to water but you can't make him drink'

ReplyDeleteAs u rightly said,its not about Funds or Technology or BPR , the Ego plays a big role in implemention /executing the projects in Government. Unfortunately in some of the cases, the intervention of eGovernance Dept become as as a catalyst in increasing the Ego rather than reducing it. Ultimately the project got suffer, nothing else!!!
If we can reduce this ego clash between the stakeholders, project will automatically start to roll. Ultimately, Patience is also really really important in executing any eGovernance project.
